Urban development is a continual process of expanding and reconstructing. With the acceleration of the urbanization and the development of the market economy, the size of a city grows, and expropriation and requisitioning a great deal of the rural collectively-owned land at urban fringe becomes necessary. The process involves the removal of houses and their appurtenance on the collectively-owned land.Through analyzing removal scale, market-oriented running, housing removal compensation and government managing in industry at urban fringe in Nanjing, the paper tells the main problems, which are including too much removal scale, too low administrative compensation standard, government's inconsequence managing function, and not setting up people's right safeguarding mechanism who lose their houses. This section provides a clear understanding of current removal system. Based on analyzing the industry's current status, the paper analyses the people related to the benefits firstly, which tells that the benefit of the government is accordant with that of the properties-the fanners losing land. The benefit balance mechanism can be set up by definitude government's right function and perfecting the losing-houses people's rights safeguarding system. Secondly, the paper tries to found market-oriented running mode of removal compensation and high operational program of removal compensation. Based on the findings of previous theoretical analysis, a number of policies are recommended to resolve the major problems within current removal system, which are analysis and evaluation intentionally of project, confirming appropriate removal scale, the measures of notification in advance, public hearing for compensation, setting old urban reconstruction and new area developing fund, reducing compulsively removing original residents' house, pushing reformation of market-oriented on removal compensation are suggested. At last, this thesis developed an improved rural removal system. This system deals with the possible conflict in removal beforehand, solicits original residents and public opinions widely, encourage original residents taking part in the removal on their own initiative, and promote the rural removal to be undertaken after main conflicts removed.
