An Empirical Study Of The Chinese Civil Servants' Vocational Adaptation Level Under The Transformation Environment

The civil servants are the exact executor of the government's function. They playa very important role in the government administrative reforms. Speaking of somekind of significance, the civil servants' administrative quality, ability and theiradaptability to the transformation and so on, directly relates the success or failure ofour country administration organizational reform. Compared to formerly are manywas from the system and the policy stratification plane macroscopic level research,this research developed one's own style, aims at discussing and analyzing civilservants' vocational adaptation. This research has conducted an empirical study of theChinese civil servants' adaptation level which tries to provide the reference for thereform and management of civil servants' system.At present, the theory and the real diagnosis research about civil servants'adaptation basically is at the blank condition both in domestic and foreign, also lacksthe effective survey meter in view of the civil servants. As an innovative research, thisresearch strictly compliance with the procedures of the preparation of survey meter.We established an investigation meter for Chinese civil servants which has fivedimensions such as the vocational cognition, the vocational skill, the interpersonalrelationship, the organization culture and the organization transforms. And we carriedon the empirical investigation take this as the tool to the civil servants in Guangzhou.The result indicated that:1. The current our country civil servants' vocational adaptation is in medium onthe level. Particularly, in the two factors such as the vocational skill and theorganization transforms to be in compares the high level. But the vocational cognitioncompatible aspect then slightly reveals the insufficiency.2. The disparity in age, the political appearance, the administrative position aswell as the working life as civil servant has the varying degree in vocationaladaptation various factors the remarkable difference, but in variable on school record,marriage, sex difference displays is not remarkable.3. The reason which affects the level of current our country civil servants'vocational adaptation is various. Mainly includes the civil servants' own factor andthe administrative system factor.
