Domestic and foreign situation in recent years has brought up new task for China’ssocial management, highlighting the increasing importance of the construction of civilservants. Party and state leaders are also full aware of the challenges brought by the newtask. At the graduation ceremony of The Provincial Main Leading Cadres’ Seminar onSocial Management and Innovation on February23,2011, Xi JinPing stressed that"Strengthening and innovating social management should be integrated with the masswork. We should implement the work throughout the various aspects of socialmanagement, and keep a harmonious society with eliminating social conflicts from thesource".Basic level civil servants in lower level organs of Party and government areundoubtedly an important group to undertake the work of the masses, their competencyis directly related to the satisfaction of the masses and organizational performance at alllevels of government.This study attempts to apply the competency theory and its method to the study ofbasic level civil servants, trying to find out the content, structure and current level oftheir competency. Methods included are literature analysis, open questionnaireinvestigation, questionnaire survey, expert consultation, mathematical statistics andother relating methods. Then, the existing deficits in the selection, performancemanagement, training and development of current civil servants management wereanalyzed through the angle of competency theory with giving according suggestions.Through the questionnaire data recovery, KMO sampling appropriate test, Bartlett’stest of sphericity, principal component analysis and maximum variation orthogonalrotation decimation factor and other methods, it was found that the competency modelof basic level civil servants can be divided into4factors including expertise, socialskills, and business high ability and professional character, containing a total of26competency elements. Overall competency of basic level civil servants is at a generallevel, with scores of4factors ranging from3.88-4.01and the factor of social skillssignificantly higher than that of several others. A significant difference was foundbetween the factors of high-performance and low-performance subjects. Mean value ofmale junior servants in4factors is higher than that of females. On the value ofProfessional Qualities, the score of youth junior servants is higher that of the non-youth.On the value of4factors, the class of basic level arrangers score lower than that of basic level leader servants, with a significant difference on the value of Professional Qualitiesand Professional Knowledge. With the analysis of current administration, a conclusionwas drawn that some deficiencies exist in basic level civil servants’ selection,performance management, training and development.
