For most Chinese people, the country of "maple leaf"-Canada isn't unfamiliar.As one of countries which established diplomatic relations with People's Republic ofChina at the earliest, Canadian government attaches great importance to developingthe political, economic, social and cultural cooperative relations with China throughpromote practicality diplomacy basing on the foundation of native benefits. As theofficial representative agency of Canadian government in South China (Guangdong,Guangxi, Hainan and Fujian province), Consulate General of Canada in Guangzhouhas played an important and active rold in the development of Sino-Canadianrelations, the government international public relations activities are one of the waysto play the role.The government international public relations activities conducted by Canadianembassy and consulates in China experienced three stages. In early days of China-Canada diplomatic relation establishment, exchanges between two governments werelimited by a political level. As Chinese reform opens and the perfection andenlargement of the Consulate General of Canada in Guangzhou, its governmentinternational public relations activities have covered many aspects including politics,business, culture and education etc. and achieved great success.The objectives of government international public relations conducted by theConsulate General of Canada are: to build a powerful image of Canada among SouthChina governments; to promote Canadian culture and its value; to promote Canadianeconomic strength and policy, and accelerate the cooperation between two parties.The tactics adopted by the Consulate General of Canada include: arrangingfrequent visits of Canadian senior officials to drew a closer relations with localgovernments; organizing various trade and business activities to promote thecooperation; replying on culture and academy activities to permeate Canadian values;in virtue of sister provinces and cities relations and Chinese Canadian individuals andgroups to conduct public relations activities; paying great significance to interpersonalcommunication.The Consulate General of Canada pays attention to "localization" while planninggovernment international public relations activities, to eliminate estrangement withChinese government and build a good image. Meanwhile, it also utilizes CIS andintegration marketing strategy to build a public relations brand.Along with its reform, China's international exchanges activities gradualincreased. Studies on how to use public relations to build the national image andimprove its influence internationally have great practical significance. The analysis ofgovernment international public relations activities conducted by the ConsulateGeneral of Canada in Guangzhou will provide a good lesson for Chinese government.
