In this paper, the relationship between the Party in power and the National People's Congress (NPC) will be studied as the main line, and the theory of the relationship between the Party in power and the authoritative institutions as the start. The author also illustrates the relationship between Chinese characteristic political system and NPC lies that our Party leads the work of NPC and NPC supervises our Party's activities. As well the author summarizes the characteristics of the relationship between the Communist Party of China (CPC) and NPC, and points out that the nature of the relationship between CPC and NPC is the power distribution, which manifests that in real life there is no distinction of authorities between CPC and NPC, therefore, the law enforcement has been influenced and its authority faced with challenges, the functions and power of NPC are limited. Thereafter, the author analyzes the historical causes for such relationship of CPC and NPC, the leadership of CPC, the executive patterns, vagueness of legal items, and the unreasonable management of routine rules. Finally, from the perspectives of CPC's leadership, demarcating the powers and functions of CPC and NPC within the law, persisting in exercising state power according to law, and exercising the functions of NPC, the author puts forward the measures on how to deal well with the relationship between CPC and NPC.
