A Study Of The Licensing System In China's Sewerage

The increasingly environmental deterioration has forced the relevant environment protection to develop pluralistically, on which base the Licensing System of Sewerage(LSS for short below), as a means of supervision, has been approved in many countries for its effect in environmental protection, as a result of which the discussed LSS has already been adopted and regarded as the"Pillar"in pollution prevention in the developed countries which have been perfecting LSS in legislation.Since China began to adopt LSS in the 1980s,the adoption has demonstrated the resulting significance in environmental pollution prevention and sewerage regulations. There still remain in some way faultiness, low supervision level in legislation, narrow modification scopes and incomplete coordinate systems. So the laggedness of the legislation and the significance of LSS in environmental pollution prevention do not go suitably.This paper, based theoretically on the legislative groundwork, illustrates the importance of establishing LSS, and in introducing the present systems home and abroad displays the defect of China's LSS and exhibits the experience from abroad. In this paper, some detailed proposals on how to perfect China's LSS are advanced, conceived to be of great benefit.
