On Safeguard Measures Of International Trade In Service

General Agreement on Trade in Services is the first global agreement in the area of international trade in Services. But it just provided an elementary legal frame for the liberalization of international trade in Services, many problems of GATS have not settled down. From Jan 1, 1995 when the WTO established, it has engaged in negotiations of regarding discussions of trade in Services. Emergency safeguard measures of trade in Service were always the key in negotiations. But until the sixth Ministerial Meeting hold in Hong Kong in 2005, the problem was not reached an agreement. This paper mainly use the way of comparison to analyze the differences between safeguard measures of trade in good and safeguard measures of trade in Service, then bring up the legislation system of safeguard measures of trade in Service. There are still a long road to go for safeguard measures of trade in Service, we should set out from our country's practice, and combine the interest requirement of common developing countries, take a great part role as the greatest developing country in WTO, as possible as we can to service our interest.
