| In 2003, the United Nations produed the "United Nations Convention against Corruption" ,in order to control effectively crime of corruption . The special criminal measures of "United Nations Convention against Corruption" , have reference for Chinese anti-corruption .This paper is divided into four parts, introducing the system of cooperation with the defendant, the special investigative means and presumption system.Mainly through its analysis about theoretical basis , necessity and feasibility study, and human rights conflict and coordination, construction and other parts ,It demonstrats China should establish the special criminal system , which prerequisite is protect human rights , in order to promote Chinese anti-corruption legislation and practice better .
