On China's Administrative System Of Informing

The system of the administrative informing is a legal procedural act that the administrative main body open the correlative information to the relative person. It is not only the legal obligations of the executive, but also the basic right of the relative person. It contains the systems of identification, the notification ,the education and the explain justification. The concepts of "procedural justice", "power" and "the right to protect" is the foundation of the system. The system should balance the executive power and civil rights. The law explicitly stipulates that is the statutory obligations to the executive department. In recent years China's informing system made preferable development. However, in practice, there are a series of problems that lies in the object ,the content, the procedure and the means. It will improve and develop the system by grasping accurately the subject, the content, the format and the timing, understanding the legal elements of the administrative informing ,using the transcript of the informing and clarifying the legal effect of the administrative informing.
