Research On The Construction And Application Of The Model Of The Administrative Power Knowledge-base Based On The Knowledge Unit

The State Council issued “the Implementation outline for constructing law-based government”.The main targets of Chinese governance transition are to establish a limited,democratic,open government that should be ruled of law.in view of these problems and factors,we put forward some ways to improve the quality of construction of law-based government.Constructing model of administrative power Knowledge-base is a basic work by integrating administrative power and information technology.In the process of promoting the modernization of administrative management,so we emphasis on the model of administrative power Knowledge-based importance has more direct practical significance about administrative power supervision and control.Based on the research of knowledge representation,theory of knowledge element and the construction of knowledge base model,designed a administrative power knowledge-base model based on knowledge unit:1)The present administrative power knowledge representation is either limited too hard to understand or low efficiency and high error in natural language processing.Putting forward a method of administrative power knowledge element representation in this paper;2)proposed a knowledge base frame structure that settle a dispute between knowledge base representation and knowledge base model,designed the knowledge base frame structure based on knowledge element,devises knowledge extraction and storage structure of knowledge base;3)focused on its function: List of matters of power,operation process,the risk management,administrative power Knowledge-based play an important role in the operation and supervision of administrative power;4)finally,an application example has been realized in combination with the Xin Zhou administrative power operation and risk management and control platform,Taking the design knowledge representation of administrative power as an example,described platform architecture and functional structure,verify the effectiveness of the proposed administrative power Knowledge-based model.As an important component of the administrative power operation,administrative power Knowledge-based can achieve lots of functions,for example,to achieve a list of administrative powers to sort out and standardize,it conducive to promote of our government management ' s scientific,the modernization and internationalization.
