The first part of this paper reviewed the changes of international air transportation rules which were based on The Warsaw Convention signed in 1929 and made a brief introduction to applicable scope of the international air cargo transportation rules.As the key parts of this paper, the second, third and fourth chapters took The Warsaw Convention as a frame of reference, discoursed in detail on The Montreal Convention in air cargo transportation field including liability scope, liability principle, and limits of claim. These chapters also thoroughly discussed the carrier's related liabilities after accidents of the international air cargo transportation occurred.The fifth part of this paper gave explanation to the structure of the ninth chapter in Civil Air Law and analyzed some questions appeared in the cargo transportation rules of it.In the new century when The Montreal Convention has become effective to our country, the goal of this paper is through elaboration of seven chapters above, to enable the cargo transportation rules of the Convention to obtain better application, to cause Civil Air Law to have a good revision, and to promote the civil aviation enterprise of our country for further development in the new century.
