On Perfecting Of The Administrative Encouragement System

Since the middle of the 20 century, all the countries in the world have gone through the administrative reform of loosening regulation .A general institutional issue facing many countries in the world in varying government's administration means and promoting the administrative level is exploring a new and efficient way of governance including administrative encouragement.Due to the importance and the superficial exploration of the administrative encouragement, this thesis discusses in following parts:Part One is The Summarization of the Administrative Encouragement. The author comes to a revised definition of the scope of administrative encouragement firstly. On the basis of this, this part further conducts analysis of the characteristic, classification of administrative encouragement, and compares it with other related concepts.Part Two is An Analysis of the Present Condition of the Administrative Encouragement. It concludes and analyzes the limitation of current administrative encouragement in legislation and implement.Part Three is Legal Control of the Administrative Encouragement. The way to control the administrative encouragement includes substance law and procedure law.Part Fours is the Relief of the Administrative Encouragement. The author begins with the types of the dispute about administrative encouragement, and then discusses the relief reform of it, especially the relief of litigation.
