A Study On The System Of Administrative Encouragement

By the change of modern government' function ,The traditional administrative enforcement of mode which is mode of "order—obey" can't already adapt to the development of modern society. Administrative behavior's expression become diversification. Administrative organ begin to use some weak—powered administrative means to make the relative party participate voluntarily to achieve administrative purpose ,or obey the will of the administrative organ consciously. Administrative encouragement is one of the important means among them .In the modern society, Administrative encouragement has been used widely in each field of the society. It has played a very important role in administration. A general institutional issue in promoting the administrative level is exploring administrative encouragement. At present, in our country there are many limitations in administrative encouragement's theory and practice. Administrative encouragement need further perfected.Because of the importance of administrative encouragement and the lack of administrative encouragement's study, This thesis methodically studies administrative encouragement's concept and theoretical basis and point out some serious problems of theory and practice in administrative encouragement. Several suggestions are further given of perfecting our administrative encouragement system. Three parts as introduction, text and conclusion compose this thesis. The introduction briefly introduced the background. The text is divided into four chapters. Chapter 1 is about the summing —up of administrative encouragement. In this chapter, the concept and the basis of administrative encouragement is deeply analyzed and specifically expounded. Chapter 2 is about the theoretical basis of administrative encouragement. This chapter includes the basic of constitutional government, the basic of administrative law, the basic of sociology and the basic of psychology.
