Study On The Administrative Capacities Of Town Government In Dalian

With deepening reform of taxation policies and constant development of urbanization and new rural construction, more and more contradictions on the separation of the routine power and financial power have exposed increasingly. So how to improve the administrative capacities of town government effectively and build a scientific, normative and high efficient government is causing great attention not only in all level governments but also in people of all social strata.Based on the new public service theory, organization behavior theory and dynamic capacity theory, the paper intends to construct an administrative capacities model of town government as a study thread. Through plenty on-the-spot investigation, it discusses the course, achievements and problems of Dalian. In this way, we can see that administrative capacities of town governments of Dalian have made congratulatory progress on the transformation of government functions, the democracy construction of the grass roots, the scientific and standardized process of making policy and the staffs ability and quality. The town governments of Dalian are in the transition from pure management governments to service governments, from almighty governments to limited governments. But at the same time, many deep-seated contradictious, such as the lag of government functions transformation, low personal administrative abilities, fiscal capacity decreasing and other problems from the present management system, are still not solved well, which have seriously restricted the promotion of governmental capacities. Therefore, at long-term aim of creating service government, of rule and law, of responsibility, of limited liability, of study and harmony, this paper puts forward some measures for the administrative capacities' promotion of town government in Dalian from four aspects: developing economy and improving the capacities of steering and supporting economy; transforming the government functions and enhancing social management capacities and public service capacities; innovating the administrative system and mechanism and improving the managing and innovative capacities; building perfect and systematic training mechanism and raising the personal ability. At last, this article chooses Shihe town of Dalian as an example study, which is outstanding in administrative capacities construction in the reform experiment process.
