With the progress of reformation of administrative system, the social management function and public service function of Chinese government are tending towards grass-roots gradually. Grass-roots administrations are playing a more and more important role in the development of economic society. To adapt to the changing situation, village and town governments must constantly improve their administrative effectiveness. However, Chinese town governments confront a large number of problems of reality or left over by history. To work out all these problems through reforming the administrative system is difficult,thus adopting advanced and scientific method to improve the administrative effectiveness of town government based on realities is necessary.This thesis has a clear research purpose and selects appropriate methods based on its research background, literature review and research significance. It sketches the basic theories of industrial engineering firstly. Then, methods for village and town governments to improve administrative effectiveness have been emphatically introduced. At last, according to the government administrative management status, on the one hand, the work environment of Z town government has been analyzed by 5S on-site Management Method and Human Factors Engineering Method; on the other hand, 5W2H Method, ESIA Analysis Method and ECRS Analysis Method have been adopted to renew the work procedure of Z town government public service center. Several suggestions on improving administrative efficiency have been offered in the last chapter of this thesis, hoping to contribute to the relevant managers and researchers' work.
