A Study On The Pilot Practice Of Power Expansion Reform In Jinli Town,Gaoyao District,Zhaoqing City

At present,with the rapid economic and social development in China and the accelerating urbanization process,the eastern coastal areas such as the pearl river delta and Yangtze river delta have shown a good development trend,and a large number of economically strong towns with the secondary and tertiary industries as the leading industries,with a large number of population and strong comprehensive strength,are completely different from the traditional agricultural towns.The number of these economically powerful towns is considerable,but the traditional township administrative management system is still implemented,and the problem of "superstructure" and "economic basis" not adapting to it is becoming more and more prominent.Although some township governments have carried out a number of reforms in recent years,most of them have not broken through the township management system built on the basis of agriculture,so the functions of townships have not undergone fundamental changes,and it is difficult to effectively meet the growing diversified needs of grassroots people,enterprises and other social organizations.How to initiate and promote the power expansion reform of these strong towns to adapt to the general trend of economic and social development and urbanization has become a major issue in the field of administrative system reform in China.At the same time,the superstructure determined by the economic foundation is the basic condition for the reform of the administrative management system.The report of the 18 th national congress of the communist party of China and the 19 th national congress of the communist party of China all explicitly proposed to support the deepening of the reform of the administrative management system,which provided strong policy support and good opportunities for the reform of strengthening the power of towns and cities.In order to effectively solve the problems of power and responsibility inconsistencies and unsmooth operation faced by economically strong towns,the central government has made the decision and plan to carry out the pilot reform of expanding power and strengthening towns.In the process of promoting urbanization,zhejiang,jiangsu,guangdong and other economically strong provinces give play to the initiative and enthusiasm of local reform,take the lead in carrying out the reform to expand the power of strong towns,and grant some economically strong towns county-level economic and social management authority,which effectively promotes the rapid development of economically strong towns.This paper makes an in-depth analysis of the necessity of the reform of strengthening the town power expansion,makes a comprehensive analysis of the pilot reform of strengthening the town power expansion in jinli town,gaoli district,zhaoqing city,and makes a detailed analysis of the reform effect of jinli town government.Approach in draw lessons from foreign experience and,on the basis of common problems,put forward to stimulate,showing the development of the township government,must give it greater autonomy development,should be carried out in accordance with the city function configuration,high to straighten out,manusacture relations between the two levels of government authority,set up township government internal efficient division of labor system,perfect the power supervision mechanism,further transform government functions,improve the urban functions,for the city of township reform,development and exploration experience.
