Discussing About The Protection Of Three Ensure Line To The Unemployed Persons

Laid-off and unemployed persons in urban area have getting more and more as market economy has been the target mode of the economy reform of China in 1993.The matter of laid-off and unemployed is related to the advance and development of our reform.This will prick up the conflict of the society. So the research about the problem has been very senseful in theory and in realism.The social security system protects the unemployed persons mainly through the social assistance system and the social insurance system.Insurance of unemployment,basic living safeguard of employees and lowest living safeguard of townsmen, the three ensure line compose of social security system with Chinese characteristic in condition of current China. They supplement each other and form one system. They have good effect in ensuring townsmen basic living, speeding reform , leveling off the society .At first, the papers study the current situation about unemployment, then analysis the cause of laid-off and cosmically unemployment and point out the current sense of solving the problems.Secondly, the paper study the protection to laid-off and unemployed persons through the social assistance system and the social insurance system. discussing from development process, related policies ,covering area,finacing resource, characteristic and function.At last, the paper alaysis the problemes of Chinese social security system and make some suggestions about how to perfect Chinese social security system from the social assistance system and the social insurance system.
