Since the outbreak,the unemployment rate has increased dramatically.Unemployed people lose their source of income all at once,it is difficult to maintain their basic life during unemployment,and life is more difficult.Unemployment insurance played an extremely important role at this time,providing unemployment relief to eligible unemployed persons,maintaining the basic life of unemployed persons during the epidemic and maintaining social stability.Due to the large balance of my country's unemployment insurance funds,before the state introduced relevant policies,my country's annual fund expenditures were mainly for the unemployed persons who meet the conditions to receive unemployment insurance money and pay the basic medical insurance premiums during the unemployment period.There are fewer unemployed people who can truly meet the conditions for receiving unemployment insurance money,which directly leads to the annual income of the unemployment insurance fund in our country is far greater than the expenditure of the unemployment insurance fund.Moreover,the rolling balance of the unemployment insurance fund in our country shows an increasing trend.Failure to apply the unemployment insurance fund to the ground is not conducive to the healthy development of the national economy and the improvement of the people's living standards.In order to use and use the unemployment insurance as an insurance policy,the state has successively issued general enterprise stabilization and return policies,periodic reduction of unemployment insurance rates,skill upgrading subsidies,and policies for difficult enterprises to stabilize and return jobs to a certain extent,which is conducive to stabilizing employees.Employment team,enhance the economic vitality of enterprises.However,due to the current backwardness of the concept of unemployment insurance in the whole society and the narrow coverage of unemployment insurance,the unemployment insurance participation rate is low,the application requirements are more stringent,the application procedures are more complicated,and more participation is caused.Unemployed people who are unemployed are unwilling to apply for it.This directly caused most of the unemployed to fail to receive unemployment insurance money and failed to protect their vitalinterests.The most important thing about unemployment insurance is to allow more unemployed people to receive unemployment insurance money when they are unemployed.However,preventing the unemployment of employees and promoting the reemployment of the unemployed are also the direction of the reform of the unemployment insurance system.Since the job stabilization return policy consumes a lot of unemployment insurance funds,it cannot be implemented for a long time.Therefore,on the premise of adhering to the new concept of unemployment insurance,this article puts forward reform proposals from four aspects: expanding the coverage of unemployment insurance,appropriately lowering the threshold for applying for unemployment insurance,simplifying the application procedure for unemployment insurance,and rationally designing the level of unemployment insurance benefits.The suggestions made in this article are practical and feasible,which will help my country's unemployment insurance to develop in a better direction.
