Public crisis is an emergency which threatens people's security .It not only destroys normal social order, hinders the sustainable development of the society, but also causes the unstability of the society and politics. It may influences the reputation of government or organization without right solutions. Public crisis management is the basic duty of government, and the ability of public crisis management is the standard to measure the efficiency of government.At present, china is in the crucial period of "economic and societal transformation", when public crisis happens frequently. Improving the administrative ability of government to deal with crisis is very significant. Coping with crisis is a systematic engineering. This thesis introduces the basically concept of public crisis. And then, through case analysis of crisis management systems in America Japan and Nan Ning city ,Shang Hai city, then empirical studies of two case studies("9 ? ll"terrorist attack and "SARS" accident), we could see the enlightenment and reference of constructing the working system to public crisis. Besides, to establish the system of public crisis management, in the author's opinion, there are several procedures: First of all, perfect the public system of law for emergency, and constitute "law of urgent state", so as to lay down the law foundation for our crisis-handling and public crisis management.Second.set up and perfect for public crisis management whose diversity can be accordingly realized with the help of medias,non-governmental organizations and international organizations. Finally, establish the mechanisms of caution, save and recovery, which are related to the public crisis management according to the life cycle of public crisis incidents.
