Problems And Countermeasures Of The Govenrment Crisis Management In China In The Transition Era

Into the21century, the crisis has occurred frequently in the global. The social crisis occurrencefrequently, which is threatening the life of people in the world, and also caused national governments’attention on the government crisis management. With the development of the economy of our country, andthe changes in the environment, the values differentiation, the transition of government, China has fullyentered the period of social transformation, and a variety of social problems and contradictions graduallycome out, the crisis arises spontaneously our country society. China’s various social problems andcontradictions gradually emerges, various problems and contradictions is complex, and the crisis arisesspontaneously. In order to deal with the crisis effectively, It is imperative to strengthen the governmentcrisis management of our country, and prevent and avoid the loss that the crisis will bring to public people’slife and property, reduce the harm that caused by the crisis to the activities of the Government’s normalmanagement and the basic order of society. It is an urgent and realistic problem for governmet to analysisthe problems in the government crisis management, and make a scientific and effective countermeasures.Base on the above ideas, this paper analyzes the problems of the government crisis management in China inthe transitional period, and explores some research of the appropriate government crisis management.This paper has discussed the background and significance of the topic, and summarized the status ofresearches of domestic and foreign scholars has studied on this topic present, and sort out the core conceptand make a new definition. Basing on the relationship between the government and the crisis, this paper hasanalyzed the principle of the government crisis management of our country, this paper analyzes changes ofenvironmental in China in transition, which brings some problems to our government crisis management,study the unstable social factors in our country, which bring great challenges to government crisismanagement, analysis the problems of our government crisis management in transition and crisismanagement system, and on the analysis the problems of the social participation government crisismanagement in transition, finally put forward some corresponding countermeasures to our governmentcrisis management, discussed the principle of our government crisis management, such as flexibility,normalization, non-procedural and post-relief; especially emphasis a series of challenges in the social transition in China, due to the changes in the environment, the differentiation of social structure,polarization, values social structure polarization, polarization between the rich and the poor, the valuesdifferentiation and so on. Then analysis the problems of the crisis management system and the problems ofthe social participation in the subject. Finally, facing these existing problems, I try to put forward somesuggestions to improve the government’s crisis management system, cultivate the social awareness of socialcrisis management, and strengthen the social forces to participate in the crisis management.
