Credit guarantee is an effective means to solve small-medium size enterprise's financing difficult. Small-medium size enterprise credit guarantee system in our country has begun to take shape, but not perfect. Comprehensively surveyed our country's present situation in the guarantees profession, I believed that the guarantee profession urgent needs to formulate the special legal to adjust and manage so that to lead the guarantee profession to the healthy development path. Perfecting small-medium size enterprise's credit guarantee system, we should learn useful experiences from developed countries and regions combined with China's national conditions, and put basis on China's social and economical development characteristic. This thesis utilizes the combinational research methods of empirical analysis and normative analysis, historical analysis and comparative analysis. It has made full analysis on the relevant legislation and practices to the overseas-developed country's small-medium size enterprise credit guarantee system and summed up the successful experiences. On this basis, the paper deeply analyzed small-medium size enterprise credit guarantee system that at present established in our country. The thesis started from the present situation of our country's small-medium size enterprise credit guarantee system and pointed out the circulation and the legislation aspect issues in the construction of small-medium size enterprise credit guarantee system. In the light of these problems, the paper offered a countermeasure analysis from a legal angle. It proposed small-medium size enterprise credit guarantee single legislation conception, and further proposed ideas and countermeasures, which expected to promote small-medium size enterprise credit guarantee system for continuous improvement and healthy development, to consummate our country's small-medium size enterprise credit guarantee system.
