Harmony, with profound cultural foundation in the society of China, is the historical and precious ideological tradition and value pursuit. A variety of philosophical tributaries have ever made abundant and deep expositions on harmonious spirit Meanwhile , "harmonious society" in the western traditional culture , adds great spirit treasure to human society ,with many positive factors that can perfectly direct our construction of socialistic harmonious society. From the viewpoint of ruling by law scholars, ancient or modern times, there's no doubt that it's sensible to regard law regulation as an important governing tool and construction of monocracy as an excellent strategy in both China and foreign countries. What's more valuable is that these philosophers take the rule of law as a method to achieve harmonious society and monocracy.Harmony is the age-old ideological tradition and value pursuit of human society, so harmonious society is the ideal aim that humanity has been running after since the ancient time. The ideology of harmony is sufficiently and deeply illustrated by different schools of thoughts both in the western and the oriental world, and many ideal modes of the harmonious society which are vividly depicted have been put foreword. There is a high consistency and a close relationship between the rule of law and the harmonious society at the value tendency, the main character and the way of realization. The harmonious society must be a society with a sound law system, and the social harmony must be realized by the rule of law. Consequently, the rule of law is the theoretical premise, the practical guarantee and the essential approach to construct it. There is no harmonious society without the rule of law, and thus the rule of law is the necessary requirement for the harmonious society.The significant strategy of governing country which penetrates in the process from the construction of the socialistic society with Chinese character to the building of the socialistic harmonious society, and from the view that the development of economy is the truth to the view of scientific development, is to enhance the construction of monocracy and democracy and to administer the state by law. The second part of this paper hackles the inner binding between the construction of monocracy and the construction of socialistic harmonious society, and interprets the gist's on which the former must be strengthened during the latter. The gist's mainly include that: for the first, the rule of law is the inner request of the construction of the harmonious society; secondly, the rule of law can provide safe guards to it, which mainly represent that: a good perspective of the rule of law is the ideological basis of it ,a perfect law system is the institutional guarantee, a just enforcement of law and a equal judicature give it a basic safe guard, and a reinforced legal supervision offers an essential guard; the civilization of the rule of law is the necessary sense of it; the rule of law can reinforce the fruit of the construction of the socialistic harmonious society.At present, there are lots of problems in different aspects of the monocracy construction of our country, such as in the law system, the system of enforcing law, the ranks of enforcing law and the law awareness of citizens, all of which are not coordinated with the aim of constructing the socialistic harmonious society. Thereby, basing on some practical and theoretical understanding of the harmonious society, the third pare of this paper gives a preliminary study of how to strengthen the construction of monocracy in regard to establishing the socialistic harmonious society. Meanwhile, by analyzing the current situation of the construction of monocracy in our country, the main problems can be concluded that the law system is imperfect, the system of enforcing law is unsound, the rank of enforcing law have blemishes themselves, and the law awareness of citizens is universally week and greatly disparate.Then, this paper gives a discussion on the strategy of strengthening the socialistic construction of monocracy from five perspectives in the forth part, which is hoped to help build the socialistic harmonious society. Firstly, the law system should be improved through enhancing legislation, building coordinated and united law system as well as establishing people-oriented spirit. Secondly, the system of enforcing law should be built scientifically and properly, including switching the function of enforcement of law, founding scientific managing system which advocates administering affairs b law and duty, and establishing the open administrative regulation to make the enforcement of law clarified. Thirdly, a highly quality rank of enforcing law should be built in three ways which include strengthening the construction of a institutionalized, normalized rank, enhancing the education and training to improve the quality of the whole officials of enforcing law, and setting up the spirit of serving the people during enforcing law .Fourthly, the legal supervision should be strengthened by reinforcing the super vision of legislation and law enforcement further. Finally, the law awareness of the citizen needs greatly improving.There will be a long way to go for the socialistic construction of monocracy, so will be the socialistic harmonious society. Therefore, we must persist in reinforcing the construction of monocracy. Every aspect of it is anticipated to become perfect gradually, which not only coordinates with the magnificent aim of constructing the socialistic harmonious society and promotes mutually, but also accelerates it coming true earlier.
