Multilateral environment agreement (Multilateral Enviromental Agreements, MEAs) and positive free trade rules in Multilateral trade system have the big contradiction in the specific stipulation, the goal, the function and the basic idea and the mechanism being design.Trade measures in Multilateral environmental agreements is for the effective environmental protection while limitation specific goods or goods from the specific national .Meanwhile, the Multilateral environmental agreements prohibit non-signatory state have the rights to do free tradewith the members in Meas,on the premise that non-signatory state does not fulfill the duty which Multilateral environment agreements stipulate.On the contrary, free trade rules in WTO advocated the free unimpeded trade in the worldwide scale, including the cargo, the commodity, the service, the personnel, may exchange freely in the world. Causeing the world economics as well as the various countries' economy, the various countries' people's living standard and the quality promotion.It must realized that free trades rules in WTO and MEAs both aimed to protect environmen ,which is indispensable for the Economical and social sustainable development. But the conflict between them actually hindered the designed target .Therefore, it is necessary to seek the external manifestation and intrinsic reason, then found a feasible method which practical and theoretical applicable.The first part introduce the background of WTO and MEAs,point out that the difference between them lies in their different aim.Second part discuss the process and guiding ideology of WTO trade system, inparticular the WTO guiding ideology——the fields which in the free trade rulesand the environmental protection, put environmental protection first ,which laid a solid basis for the solution of conflict between free trade rules in WTO and the Multilateral environmental agreements.Third part analysize three MEAs such as Basel Convention on the Control of transboundary Movements of Hazardous Wastes and their Disposal,The Montreal Protocol and CITES Convention.Forth part based on The two parts analysize the conflict between free trade rules in WTO and MEAs in details and proposed the author's personal ideas.Ending. It is a brief conclusion of the former forth parts.
