A Study On The Feasibility Of Total Quality Management Applied In Improving Hefei City Government Efficiency

Inproving government efficiency is an important duty of government as well as an eternal topic on public adminstration. Many government efficiency theories from developed western countries can be used for reference from the angle of public adminstration methodology to improve the government efficiency. Particularly in recent 20 years, "the New Public Adminstration" movement which rised in western countries represented the latest development in the field of governent adminstration. It has become an effective solution for actual problem for introducing many business adminstration theories in public adminstration, and attaching importance to combine theory with practice.In China, not only the central government, but also the local government pay more attention to improve government efficiency. Currently, China's urban economy development is mostly at the stage of industrialization. Our social environment and the government's function will be improved gradually along with the further consummation of socialist market economy system, especially the legal system. In the situation of further improvement of social labor division and the promotion of market level, we should attach more importance to the west "New Public Adminstration" theroy while deepening government efficiency.Comparative analyses method and the public adminstration theory are utilized in this dissertation. Through analyzing a series of measures taken by Hefei city Government in improving efficiency, we can discover that the Total Quality Control can be adoped to consummate the measures for improving Hefei government efficiency, which is under the instruction of humanist thought, utilizes the scientific analysis method, establishes the efficiency mechanism, enhances the government efficiency unceasingly in order to provide a continues safeguard for the ruling ability and socialism harmonious society.
