Correct Understanding The Scientific Outlook On Development

In the light of the basic reality that China is at the primary stage of socialism, the scientific outlook on development has been formulated to meet new requirements of development by combining China's own characteristics and the experience of other countries of development. It is the enrichment and innovation of Marxism.The present thesis illustrates the author's understanding of the scientific outlook on development from the following four parts .The first part analysises the differences between the scientific outlook on development and the traditional outlook of development. Based on the traditional outlook on development, the scientific outlook on development developes what is useful and healthy and discards what is not. In effect, it is the sublimation of the traditional one. The traditional outlook on development views material as its core and stresses giving priority to efficiency. According to the traditional outlook on development, the relationship between man and nature is not harmony, but a little conflictive. The Scientific Outlook on Development puts people first as its core and stresses integrating the efficiency and fairness. Also, it strives for harmonious development between people and nature.The second part states the role and influence of traditional outlook on development, as well as its development model. The development is the focus of human society. Because of the different understandings of the development, people have formed different development concepts. The traditional outlook on development confuses the economical growth with the social development. It gives more importance to the economical growth than many other aspects, such as the ballanced and all-around development, the sustainable development and so on. Therefore, it does not take account of the cost of nature, including the evnironment,resources,ecology, etc, which results in unbalanced development.The third part states the significance of the scientific outlook on development. The Seventeenth National Congress of the Communist Party of China puts that:"The Scientific Outlook on Development takes development as its essence, people first as its core, comprehensive, balanced and sustainable development as its basic requirement, and overall consideration as its fundamental approach."Thus, it is important to balance urban and rural development, intergrate the development among regions, economics and society, and concern the relationship between man and nature. Our Party's essential route guarantees the implementation of the scientific outlook on development.The fourth part discusses the scientific outlook on development's new contribution to socialism with Chinese characteristics. The scientific outlook on development has initially formed the Marxism theory about the development of socialism system as follows: 1) It is enriching the Marxism theory and becoming valuabe treasure. 2) It is enriching and developing socialism theory with Chinese characteristics. 3) It is enriching and developing the fundamental objective of building socialism. 4) It Is enriching and developing the theory of the development route of socialism with Chinese characteristics. 5) It is enriching and developing the strategy theory of building socialism with Chinese characteristics layout. 6) It is enriching and developing the theory of socialism with Chinese characteristics on the building of the ruling party.
