The Relationship Between Fairness And Efficiency In The Process Building A Harmonious Society

Fairness not only belongs to the scope of relationship, but also the scope of history. As the scope of relationship, it is mainly the distribution judgment of various interests and rights between the members of the community and reflects the interests'comparison between people. Fairness and unfairness will just be induced in the context of interests'comparison, but not the isolated individuals. As the scope of history, different historical periods produce different perspectives. The advancement of human society and the variations in people'outlook continuously enrich the connotation of fairness.Efficiency has the broad and narrow senses. Efficiency in narrow senses refers to economic efficiency which is the most extensive application in economic sphere and the central issue of economics. Efficiency in broad senses represents the ratio of inputs and outputs which expresses the extent to which people achieve their purposes and also means the ratio of activities costs to activities profits.In the course of straightening out the relationship between fairness and efficiency, this paper holds that, from a historical point of view, the relationship between fairness and efficiency can be summed up in three main aspects: First is the "fairness priority"; second is defined as " efficiency priority "; the last can be interpreted as " fairness equals to efficiency, the dialectical unity of the two." Confronted with the status quo of China's economic and social development, the key to build a socialist harmonious society is to achieve system justice and distribution fairness.The article can be divided into three parts: For the first part, the relationship between fairness and efficiency is explored. Starting from the basic concept, first section expound "fairness priority"," efficiency priority "and" fairness equals to efficiency, the dialectical unity of the two."The second part focuses on maintaining dynamic equilibrium of fairness and efficiency in the process building a harmonious society. On the ground of the analysis on major issues which facing China's socio-economic development and basic policy which is applied to addressing fairness and efficiency issues for our government, this paper puts forward that the emphasis on social fairness and justice is the essence to set up socialism with Chinese characteristics.The summary in the last division proposes that achieving system justice and distribution fairness is critical to the building of a harmonious society. System justice as well as allocation justice is the prerequisite and guarantee for the improvement of economic efficiency. The pursuit of social fairness and justice does not neglect the importance of efficiency.
