The Study On The Consciousness Of Service Of National Civil Servants Under The Theory Of New Public Service

The consciousness of service of civil servants is the belief and value in the process to realize the rights and benefits for the public like enterprise, organization or a single citizen under the guidance of law. The concept and act of the service of civil servants will directly reflect the degree and level of the fulfilling of government's public service function. The aim to study the consciousness of service of national civil servants under the neotheory of new public service is to inspiration from this new theory, which is very meaningful in strengthening the service awareness of national civil servants.The first part of the paper deals with the content of the theory of new public service, for the reason of necessity since the study of this content is very slim. The author firstly introduces the basic conditions for the birth of this new theory, including its developing backgrounds, and its four pillar theories. Then the content of the new theory is revealed with its basic content and its seven fundamental viewpoints included.The second part is important, discussing the content of the consciousness of service of national civil servants. For the aim of this paper, which has already been revealed above, the consciousness of national civil servants is main part. This part firstly introduces the definition and consciousness of national civil servants, then the meaning of this consciousness, next the realization in the process in fulfilling the government's public service functions by this consciousness, last the three important courses in the development of the consciousness of national civil servants.The third part proves the meaning of this new theory by the discussion of the effect of the new theory both domestically and abroad. The creation based on this new theory will further the study on the theory of public administration of our country. What comes next is the most significant—the demands on the consciousness of service of civil servants by the new theory. This is the result analyzed from the characteristics of the service awareness according to the new theory, and the extension of this new theory from the aspect of the awareness of civil servantsThe last part is the key part of this paper, dealing with the consciousness of service of national civil servants under the new theory, aiming at getting inspiration from the new theory, thus strengthening the consciousness of service of national civil servants. This part analyzes some existing problems in this service awareness, emphasizes the necessity of strengthening this awareness, and comes, at the end, to the methods to strengthen the consciousness of service of national civil servants under the theory of new public service.
