Research On Emergency Management Problem About Burst Characteristics Public Events Of Dalian

The research on emergency management about burst characteristics public events began in the 1950s, based on the two or three hundred years of history on urban management, in western developed countries, emergency management has been very mature. At present, in China, the research on emergency management about burst characteristics public events has been attaching importance. However, there are still lack of mature management theories and urban management often lags behind the demands of burst characteristics public events. There are also many problems existing in emergency management about burst characteristics public events of Dalian. Therefore, this paper is committed to do some exploratory studies on it.In order to give qualitative analysis on emergency management about burst characteristics public events of Dalian, this paper uses a field survey, interviews and literature method to get some in-depth understandings on it and master the status of emergency management in other domestic cities and understand the history, current situation and future trend of emergency management. Based on this, the paper objectively analyzes emergency management about burst characteristics public events of Dalian, and introduces it from the organizational system, plans for system, operating mechanism and safeguard mechanism. The paper sums up its achievements, at the same time, it totally analyzes the problems and reasons that exist. Aiming at this, the paper uses the advanced experience of emergency management about burst characteristics public events in the USA, Japan, Germany, Beijing and Nanning for reference. It also uses the basic theories of disastrology, emergency management and open and complicated macro-system to present measures to make it perfect combined with the reform process and the development trend.This paper holds that the emergency management about burst characteristics public events of Dalian should be improved in the following aspects: improving the organizational system through the establishment of emergency management centers; strengthening plans for system of major activities; building the Emergency Mutual Aid Lap including Dalian, Anshan, Yingkou and Dandong; taking Xigang District in Dalian for example, the paper proposes the supposition of grid in the application of emergency management; according to the actual situation of Dalian, the paper proposes the methods to improve the social mobilization mechanism.
