Research On Political Participation In Socialist Harmonious Society

Since China's reform and opening-up, with the rapid development of China's economy, democracy and other causes, China has accomplished a great achievement in economic, democratic and social construction. Meanwhile, political participation, as an important part in widening political democracy, realizing political stability and affecting political rule, has also acquired its corresponding progress and achievement. Marxism has always attached great importance to political participation, and its classics have been illustrated by great writers, who have regarded political participation as an important symbol of the realization of democracy by the workers' class after their acquisition of the political power. A harmonious society is a society where democracy rules, equality and justice prevail, people live in friendship, fraternity, vitality and order, and enjoy a harmonious relationship with nature. Satisfying China's contemporary reform and development, the development of political participation is the foundation of safeguarding the Party's rule, a necessary road to take to accomplish the task of the Party's rule and realize people's appeal for political participation, and the internal request for constructing a harmonious socialist country. Without citizens' political participation, there will be no political civilization, or harmonious society. With the objective of constructing a harmonious society, problems still exist in China's political participation: a low and uneven level of political participation, a low capability in political participation, an imperfect mechanism which affects political participation, deficiency in safeguarding mechanism, a lack of effective collective system to express opinions. Apart from those, there are many other factors which may influence and constrain citizens' political participation: underdeveloped economy, imperfect mechanism, comparatively backward political culture, comparatively low capability and awareness. Therefore, aiming at constructing a harmonious socialist country, developing socialist democracy, and building a socialist country boasting political civilization and the rule of democracy, political participation must be developed in an orderly way, relations among factors effecting the development of political participation should be considered in a comprehensive way, and constant development and perfection should be promoted. Accordingly, solutions may include: to promote economy comprehensively, to perfect mechanism, to invoke and explore new ways, to persevere in the consultative and electoral democracies, to strengthen the orderly political participation, to enhance citizens' awareness, to improve their capabilities to participate, to perfect the autonomous system of the grass-roots unit, to upgrade peasants' participation, to foster and develop non-governmental organizations.
