At present, China is in a society with complex and ever-changing transition.As China has lagged behind about the building of administrative ethics, the process of modernization in government administration and ethical issues is more prominent, which leads to Chinese national executive and administrative staff in a series of administrative ethics loss issues. Thus,as for how to combine China's social transition,it needs further study to think about the building of ethics,and to discuss the status of the ethical practice and the building an effective way to learn how to learn from other countries and the building of the successful experience of ethical, and cultural background with China under the administrative building of Ethics In line with the theory.Based on this, this theory and practice uses a combination of methods, which is from a cultural perspective on the Sino-US cultural background of different administrative staff of ethical values and behaviour compared to broaden the horizons of research ethics, and which is not limited to the professional level Research on administrative ethics, but the administrative ethics as a different cultural background to study the phenomenon of ethics; which is not limited to the ethics perspective on the ethical, but in the ethics and cultural aspects of combining the study of ethics. With a view of different cultures through the analysis of the impact of administrative ethics and the role of trying to find out the formation of the value of ethics, and on the basis of comparison,the writer trys to find the ethical concepts and the cultural roots about ethics.With the United States to develop and improve construction of the ethics based on Chinese experience to improve cultural conditions, based on internal culture and the culture of an internal driving force for administrative ethics mechanism to form a complete organic system, the writer points out the only way to fundamentally curb and eliminate the loss of Chinese administrative ethics, which is in order to better promote Chinese socialist modernization drive.
