Administrative values are one of the heart topics of common concern amongadministrative philosophy, administrative cultural and administrative ethics, causing moreand more attention and research. It has become a hot and difficult issues in the field ofpublic administration. It is of great significance on furthering administrative values theoryand serving the practice of administrative values building putting administration valuesinto the international perspective and promoting the comparative study of administrativevalues.Under the macro background of building a socialist core value system, via in-depthcomparative analysis of the historical development of Japanese executive values from thevalue of the philosophical level, this paper summed the basic experience of the Japaneseadministrative values building to provide a reference on promoting the construction ofChina’s administrative values. The idea of the writing of the article is as follows:First, introduction. It explains the theoretical background and practical significance,in the premise for literature review on related topics. It found out the lack of research, andon this basis, it put forward the idea, methods and main content of this research and so on.Second, basic concepts and theories to explain of administrative values. Based on awide range of domestic research, it more clearly defines and analyses the specific contentof the basic concepts and their mutual relations of administrative, value, outlook of value,administrative value, administrative values. On this basis, it also describes the theoreticalbasis structure, function and other aspects of administrative values, and analyze the factorsof administrative value and the degree of influence on the civil service.Third, the historical evolution of China’s administrative values and causes. Thischapter uses systematic research approach, implementing the logic of the unity of historyand position. The historical evolution of China’s administrative values is divided into threestage: the period before administrative reform and opening up-the period of reform andopening up to the accession to the WTO–the period of the beginning of New Century. Itdoes a sort, summary and conclusion of the main content, basic characteristics andformation of administrative value during the three stage, combining with the basic contentof administrative value of contemporary several generations of Chinese leaders. It iswilling to provide a more comprehensive and systematic interpretation of developmentlaw and internal logic of administrative values.Fourth, the historical evolution of Japan’s administrative values and causes. The development administration value in Japanese is divided into three stages: that the20thcentury40--50Japan’s democratic values-based administration,1960-80’s Japaneseefficiency first administrative values, and since the1990s, the administrative values ofdiversity in Japan in this chapter, on based of the different characteristics of administrativevalues during Japan’s modernization process in the evolution. It presents a morecomprehensive and systematic exposition on the core meaning, the main cause andperformance of the three stages of administrative value.Fifth, comparative analysis on Chinese-Japanese administrative values. This chapterdoes detailed analysis and comparison on Chinese-Japanese administrative values fromthree aspects of orientation, goals and criterion of administrative values, in the referenceof philosophy analysis tool on administrative values. A comparative study of this relativelynew framework is conducive to more deeply explore the similarities and differencesbetween the two countries and their administrative value can learn from the Department.Sixth, inspiration of Japan’s administrative value building on Chinese administrativebuilding. As one of modern democratic countries, Japan has experienced a unique path ofdevelopment, with its own historical and cultural traditions and institutional structures,forming its own unique value foundation. This chapter focuses on Japan’s "Chunghsiao"and "constitutional" basic values, and on this basis, analyzes the main features and theformation of the basic experience from a historical perspective of the Japanese eadministrative values building. By absorbing the essence and abandoning its dross, arational view of Japan’s practice of administrative values building can give us an importantinsight on the practice of China’s administrative value system construction.Last, conclusions and prospects. It does a summary of main findings and innovationof the full text and makes subject to further study the issue.This paper has been in the full research results, breakthroughs and innovations are inthe following areas. First, it does comparative study of administrative values betweenChina and Japan, and to a certain extent, changes the current study looking tooconcentrated in the West, lacking of far-reaching enthusiasm in Japan and the same withChina by the Confucian culture. It expands the research vision of administrative value.Second, it builds a comparative analysis of the administrative value from philosophicalframework such as orientation, goals and criterion and other aspects, breaking the existingdimensions of the comparative framework limits, and helping to push the comparativestudy of administrative values deeper. Third, it does a more systematic order of the mainfeatures, performance and other content evolution causes of Japanese administrative values in different historical period, making up for the lack of current research. Fourth, amore comprehensive summary of the main features and basic experience in the process ofJapanese administrative values building are obtained, reaching a number of valuesconducive important revelation to promoting China’s administrative system constructionpractice.
