Chinese scholars and government has attached great importance to the government performance measurement accompany with the transformation of government functions and the proposal of efficient service government concept. Tremendous achievements have been made in Chinese government performance measurement system construction. But there are still many problems which the deep-seated reasons lay on the imperfections of Chinese government performance measurement systems. Through long-term development and improvement, United States government performance measurement system has accumulated rich experience, including the institutionalization and legalization of the government performance measurement, the civic-oriented and outcome-oriented and the advanced concept, methods and techniques of government performance measurement. These experiences are of great value to the improvement of our government performance measurement. So the purpose of this assay is to improve the Chinese government performance measurement system by comparing differences of formal systems and the informal system between United States government and Chinese government performance measurement and drawing on the useful experience.Adopting the comparative analysis method, this assay systematically analyzes the status and the problems of Chinese and United States government performance measurement and deeply researches the comparative foundation of Sino-US government performance measurement. This assay also compares the Sino-US government performance measurement systems from the informal system and a formal system two perspectives. On the basis of United States experience, the author makes a analysis on the channel of drawing on the United States government performance measurement experiences. Then this assay proposal the suggestions on improving the informal systems and formal systems of government performance measurement. These suggestions are that strengthening the governmental rationality, establishing performance culture, building a wide range of government performance measurement subject and a scientific and reasonable government performance measurement indicator system, as well as improving Performance measurement incentive mechanism. Further more, this assay develop a consideration that government performance measurement should keep continuous innovation accompanied with the transformation of government functions and the change of the ecological administration environment in order to achieve that the formal system and informal system can adapt each other effectively.
