Performance measurement has been the object of increasing interest since the late 1980s. At all levels of government, effective performance is needed——management that focuses on increasing service quality and on the results achieved through the use of public resources. Now, western countries have abundant experience in government performance measurement practice, and formed a well-rounded theory set of government performance measurement.Government performance measurement in China is just in the stage of exploration and experiment, and its development across the country is quite unbalanced. Traditional measurement pattern of work report, inspection and appraisal is still used in many regions, and the measurement of government performance remains at the level of individual performance appraisal. This phenomenon reveals the lack of scientific government performance measurement system, and above all, scientific performance measurement index system in China. A scientific government performance measurement system is the key element of government performance measurement. But for the particularity of Chinese government reform, the methods of foreign countries can't be applied directly to Chinese governments. Moreover, with the advancement of Chinese government reform and the goal of building a service-government was put forward, public demand more Public Goods and better public service. Providing more Public Goods and better public service to public becomes the task of Chinese government. Thus it is necessary for Chinese government to build scitific government performance measurement systems as helpful tools to achieve goals. Therefore, a deep study on government performance measurement systems is not only required by the development of public administration theory but also by the public management practice.Based on the theories of political science, public management and enterprise management, applied Event History Analysis, Systematic Analysis Method, Comparative Method and Case Method, and analyzed a great many documents and data, this thesis systemically studies the concept and value orientation of government performance measurement, and emphatically examines, in the context of development course of government performance measurement in western countries and China, the upsurge and features of government performance measurement in western countries as well as the development stages, types and problems of government performance measurement in China. Further more, aiming at the lack of scientific government performance measurement system, especially scientific performance measurement index in China, learning from experience and practice of government performance measurement in western countries and considering the situation of establishing service-oriented government in China, the thesis develops a government performance measurement system with a scientific performance measurement index system by using the value-management theory with its research focus on value-management-based performance measurement.The thesis will be divided into six sections:In the first section, the thesis discusses the concept and value orientation of government performance measurement. After defined related concepts of government performance measurement such as performance, government performance, performance measurement, government performance measurement and government performance management, it analyzes the extraordinary nature of government performance measurement from the difference between government and enterprise, the polyphly of government management goals and the environment the government performance measurement is faced with. After that, it discusses efficiency views and practices of traditional public administration pattern and new public management pattern respectively, and compares their differences and connections. On the basis of that, it concludes the general characteristics and development trend of government performance measurement: there are different efficiency views and value orientations in different countries, there is the pursuit of efficiency, and public satisfaction becomes new value orientation.In the second section, it describes the developing history of government performance measurement in western countries and its enlightenment. The thesis introduces the history and current situation of government performance measurement in western countries, reveals the exterior and interior reasons why so many developing countries carry out performance measurement, examines the main contents and methods of government performance measurement in western countries from the measurement process, measurement subject, measurement object, measurement form, measurement index system, and measurement institutions. It also concludes the features and the effects of government performance measurement in western countries, and points out the significances of learning from their related experience and practice. Some important ones are: emphasizing functions is an importance basis of defining government measurement index, government self-measurement should not be neglected, and value orientation of government measurement should be combined with government value management strategies.In the Third section, the thesis describe the developing history of government performance measurement in China, examines the types, the features, the main trends of government performance measurement in China, points out the main problems by analyzing the status of the measurement work, measurement index, measurement legislation, measurement goals and measurement process. Discussing the necessity of establish scientific government performance measurement system in China, it also puts out related suggestions,In the Fourth section, the thesis puts forward the design of value-management-based government performance measurement. By introducing the enterprise value management theory, it analyze the relation between value management and performance measurement of service-oriented government, defines the characters and value orientation of Service-oriented government performance measurement, and designs an overall framework of the Value-Management-Based Government Performance Measurement Systems in China from the measurement guiding thoughts, principles, contents, methods, subjects, objects, procedures and application of measurement resultsIn the Fifth section, the thesis develops a scientific government performance measurement index system. It discusses the basis of developing the scientific government performance measurement from the following three dimensions: management functions, service perforence, public satisfaction. It develops an overall framework of government performance measurement index system, which is composed of three system dimensions including government functions, result orientations and public satisfaction degree, 30 indexes including government management capability, public service capability and innovation capability, and the proportions of the indexes. Further more, it makes a deep analysis on the scorings, procedures, and ratings of measurement results. It also puts forward fuzzy comprehensive assessment model of improving government performance measurement, which includes: adopting fuzzy comprehensive assessment on the scoring of qualitative index, disposing the indexes as non-dimensional index and using efficiency scoring.In the last section, the thesis selects Weifang City as an example of performance measurement. Apart from putting forward the implementation strategy of government performance measurement system, it conducts a case study of the application of the performance measurement system by analyzing the case of Weifang city, which verifies the feasibility of the system.As a new subject in China, the research of government performance measurement in China has a long way of exploration and improvement. Aiming at promoting the research, the thesis conducts a systematic study on the theory of government performance measurement, constructs framework for government performance measurement systems, and make a preliminary trial on combining the system with fuzzy mathematics. In theory, the research further enriches the government performance measurement theory, which is greatly significant to deepen the theory research of government performance measurement as well as broaden the research vision of government management innovation. In practice, the development of government performance measurement system and the feasible measurement index system provides policy suggestions for establishment and improvement of government performance measurement institution in China. The application of the measurement index system in Chinese public management will promote the transformation of government functions; improve quality and efficiency of public service delivery. In addition, the application of government performance measurement results will provide the public and related organizations and institutions with a reference system to recognize and appraise government, which will contribute to strengthening the supervision of government behaviors. Not only of great theoretical significance to deepen the theory research of government performance measurement and broaden the research vision of government management innovation, the thesis is also of great practical significance to develop and implement scientific development outlook and correct political achievement view, guide local government performance measure practices, improve local government performance, and promote government management innovation.
