With the development of economy and the foundation of socialist market economic structure, the competition pressure becomes much heavier. Many problems that occur in the advancement of enterprises are needed to overcome. Especially in the management of human resources, the former leadership methods like "Order" become contradictive with the economic development, and employees' wishes of pursuing self-worth get much stronger. So a new management mode is in urgent need to replace the old one. Under this background, the joint management emerges as the times require, and the good effect it brought are getting to be known. However, its application in the government departments is virtually nonexistent. According to the characteristics of Rushan Development and Reform Bureau, the paper elaborates on the application of joint management, and proposes some practical and constructive opinions and suggestion.Firstly, the discussion revolves around the theoretical basis of joint management and its current status, with the emphasis on the management mode and the comparison with other management modes. Then the status quo of joint management in the department, problems and causes are analyzed. Targeting the members of the department, the author put forward personal research focus on how to implement joint management. The thought of five procedures and six supporting measures is mainly proposed.On the title selection, the author chooses the issue of government functionaries participating in management combining with self characteristics and learnt knowledge. The thoughts that team is the way of management, and joint management is the basis, give an enormous impetus to strengthening the department's self-construction, especially to leaders changing the leadership thoughts and methods. On the way and steps of department implementing joint management, five procedures and six supporting measures are provided in detail, which is operable.
