The ability and quality of civil servants and the construction of the whole team directly determine the management level and efficiency of the government,thus affecting the foundation of a country’s development and the people’s sense of gain and happiness.Standing at the historical meeting point of the "two centenary" and the beginning year of the "14th Five-Year Plan",the development of civil servants is of greater significance to all regions.In recent years,General Secretary Xi Jinping has made many important remarks on the selection and appointment of civil servants in a precise and scientific manner.The CPC Central Committee and the State Council have also introduced many policies to strengthen relevant work,and local governments at all levels have also issued many relevant implementation rules in accordance with local conditions.The construction of China’s civil servants has achieved remarkable results,and the overall quality has been significantly improved.However,in the actual work process,there are still many problems that need to be solved,especially the problem of man-post matching of grass-roots civil servants.There are few studies that start from the county(district)level and combine man-post matching to analyze the construction of the whole civil servant team.However,the personnel post matching of grass-roots civil servants will directly affect the service feelings of the masses and the implementation of the policies of the superior departments.At the same time,the applicability of the research needs to be further strengthened,and it is rare to analyze the man-post matching construction of the whole civil servant contingent from the perspective of a certain level,station,city and district.This requires further innovation and exploration based on theoretical exploration and practice.In the academic background of public management,this paper in order to lead science theory,the performance management theory,corresponding theoretical level,people post matching theory as the theoretical basis,first in this paper,the related theoretical basis and the theory in the application of civil servant person hillock matching process,emphatically put forward the construction of the contingent of civil servants to improve the compatibility of people analysis principle.Then,according to the actual situation,with X area of qinghai province as an example,based on the area of civil servants,enroll match the job situation,evaluation and post appropriate to the situation,the education and training to promote people post to match the situation,personnel exchanges and post matching,and jobs for selection and appointment of appropriate to the situation analysis,based on this,This paper points out the shortcomings of man-post matching in the construction of civil servants in X district of Qinghai province.Finally,using the theories and principles of man-post matching,to explore the feasible path to improve the man-post matching degree of civil servant team construction in X District of Qinghai Province.
