| Social insurance fund is a capital for executing social security system as well as a material foundation for social security activity. Normal operation of social insurance fund shall supply provision for the aged, medical treatment for the sick, career for the able bodied, and assistance for the disabled. Therefore, social insurance fund is still called Raising Life Money. Due to fundamental guarantee characteristic of social insurance fund, it has two major objectives as security, and value retaining and increment. However, in reality, security of social insurance fund is often encountered by challenge without value retaining and increment, such as embezzlement, invasion and occupancy phenomena of social fund etc. Execution of risk investment in breach of regulation brings about great loss without value retaining and increment. The reason why for such issues is due to un-strict supervision and no support of legal. That is to say, current system lacks supervision to every link of financing, investment and payment of social insurance fund, so that the lawbreaker has opportunity. Due to lack of legal support for supervision, efficiency of supervision is discounted greatly. Therefore, for maintaining harmonious and stable status of the society, and for avoiding potential danger and political risk incurred by social insurance fund, the issue of social insurance fund shall attract high attention, especially, law building for social insurance fund shall be strengthened.
