The social insurance funds for protecting citizens in old age, sickness, unemployment a basic livelihood of circumstances, through compulsory national legislation by employers and employees to pay premiums and part of the state financial subsidies to rise up by the specialized agencies or institutions management earmarked funds. Establish of social security fund is the core of implementation of social security. The safety of social insurance fund and how to maintain and enlarge value of it influence the relationship between the state and the stability of society. The social insurance fund builds a strong guarantee for a socialist harmonious society and sustainable, healthy and stable development of economy and society.However, our country social insurance fund' s present situation is actually unoptimistic: On one hand, the coverage of social insurance such as endowment insurance, unemployment insurance and medical insurance is relatively narrow, the levels of security is low, the threat of an ageing society constantly increasing; On the other hand, the regulations and system of social security are not commensurate with the needs of it, the social insurance fund has repeatedly been misappropriated, embezzled amount has climbed steadily, the amount is huge alarming. Many countries in the world, has established a research social insurance institutions, which achieved a wealth of experience by an in-depth study on operation of social insurance fund that include from expropriation, investment, to management. The third chapter through carries on the comparison to the overseas social insurance fund' s supervision patterns expands the experience of abroad.In the world, other country' s research results have provided the practice and the theory for us use for reference, but we have own national condition after all, transplants the overseas outstanding research results to China, but also some section of roads must walk. In the fourth chapter the author in view of the Chinese national condition, proposed the beneficial exploration on legal framework construction and organization system construction of social insurance fund supervision.This article narrated the development process of our country social insurance fund and the realistic condition of it. It studies the beneficial experience of operation and supervision on social insurance fund in quite developed country. At the same time, the author summarizes the success and failure in supervision of social insurance fund according to our country's reality, give own ponder on laws and regulations construction of social insurance fund' s supervision, the supervision system, the consummation social insurance fund's pre-final accounts system, the auditing system, the monitoring system of investment, the society supervises, judicial surveillance and so on.
