The Research On Existing Problems And Countermeasures Of Administrative Accountability System In China

The government's accountability system as the responsible government's realization form, its establishment is the inevitably request of increasing democracy development, also is the limited government and the responsible government's important realizing approach under the democratic regime. Since getting it in gear, it aroused the widespread attention in the educational world, all levels of local goverments attached importance to it and made efforts to implement. They innovated many kinds of effective accountability methods. Local governments have enacted the accountability institution text in the form of regulations to ask standard of its operation continuously. The accountability system has moved towards the establishment of institution in our country from cases, and has made a certain progress.This thesis has been divided into 4 parts. In the introduction, it briefly gives background information about worldwide research actuality,research content and research method. In the second charpter, the thesis defines the conception and types of administrative accountability and introduce the abroad experiences and the spring up in china, and have a introduction of the theory basis. This chapter have a deeply research on current situation through the text of the local goverments. The third chapter mainly introduce the existing problems in the administrative accountability our country. It is include: it is not clear between duty and responsibility, backward in administrative accountability culture, and lack of related system. In the fourth chapter, Including: build up the law of accountability system, establish the culture of accountability, and design an project of the accountability system. In this thesis, In the first aspect, true accountability comes from inflexible stipulation of system, the display of its realistic efficiency relies on an entire set of delicate system operation segments, the channel of carrying out and the benign complete set of mechanism's establishment.
