The construction of responsible government is the selected goalof Chinese government reform, but a forming of a responsiblegovernment requires cultivation of the responsible governmentofficials. Undoubtedly, it is the primary task to enhance " highposition and great power" government official's sense ofresponsibility, professional dedication, moral integrity andgovernance ability to build a responsible government and enhance thegovernance ability of Communist Party of China. An official ofresponsibility need not only self-discipline but also the heteronomy ofsystem. The accountability system for government official is thesystem that trace the political responsibility,moral responsibilityand administrative responsibility of government component membersof all levels, the mechanism that unifies autonomy and heteronomy,the significant move that governs official severely and restrict powereffectively.However, there still exists some problems in the process ofaccountability system construction such as the power andresponsibility is unbalanced, the system is not perfect,the executionis not severe enough and so on, which are the causes of the emptinessand distortion of the system, unable to achieve good original intentionof government official accountability system. Thus, it' s urgent toconsummate and carry out a government official accountabilitysystem of reasonable design and effective result for government of alllevels from the central government to the local government.In the theoretical context of responsible government, under therealistic background of our country governance transformation, thethesis expounds thoroughly on government official responsibility andthe great significance of the promotion of accountability system forgovernment official with the methods as normative analysis, documentary analysis. It conducted from discipline angles such aspolitical science, system economics, management, ethics, etc. At thesame time, the thesis employed the theory of system change to analyzethe reliance of passive route and multiple predicament of thegovernment official accountability system that exists in the process ofsystem change from history point of view. And then, according to theresearch demand, the thesis introduces the accountability system foradministrative officer in the west and the accountability system forsenior official in Hong Kong area respectively, analyzes the referencevalue for the accountability system for government official in ourcountry. Finally, through analyzing realistic difficult position andin-depth reasons, based on the successful experience, sticking tothe principle of applying theory to reality, the thesis points out theinnovation ways of the accountability system for government officialin our country, namely consummates cultural support, legal systemsupport, authority support, participation support, management supportand so on for accountability system.
