Research And Practice On Operational Command Efficiency Evaluation Approach Of The Coastal Defense Force

Operational Command Efficiency (OCE) of the Coastal Defense Force (CDF) is an important factor for arising fighting capacity, which is a key issue and must be addressed in the operational command of CDF. Nowadays, with the high-tech weapons being applied and combat being more intense, the operational command has become the most important element of combat effectiveness. Therefore, evaluation of OCE has become increasingly important.Firstly, this paper promotes a more scientific definition on OCE and the evaluation of OCE and analyzes the related work in this field domestically and abroad. Then this paper points out that OCE and the evaluation of OCE are very necessary and urgent.Secondly, this paper makes a more comprehensive analysis of the main factors that impacts the OCE of CDF and systematically analysis the interact relationship between these factors, as well as establishing the evaluating schema of OCE.Thirdly, this paper uses AHP and fuzzy comprehensive evaluation method to explore the OCE weight coefficient, and establishes an OCE assessment model.Finally, combining the actual works, this paper makes an evaluation of OSP according to one coastal defense regiment using this method. The result shows that this method has provided a feasible solution to assess the effectiveness of OCE. So this method has practical value to the theoretical study about the OCE of CDF and the combat training.
