Study On The E-government Efficiency Evaluation Based On Super-efficiency DEA And AHP Methods

With the rapid development of information technology,such as cloud computing,big data and networking,countries around the world are actively relying on the Internet to deepen the application of new technology innovation in response to the challenges of a new round of economic change.The Internet has been widely and deeply into every field of national economic development and social life.The Chinese government is promoting the development of e-government,putting forward to promote the integration of information technology and government management deeply though the Internet thinking,to promote the quality and efficiency,transformation and upgrading of economic development.Also social and public demand for e-government continues to increase,it is great significance to find and solve the problems that e-government performance evaluation index system is not scientific and the evaluation method is unreasonable.Firstly,on the basis of reviewing relevant literature,this paper expounds the current situation and existing problems of e-government research at home and abroad,and analyzes the connotation,function and performance evaluation methods of e-government performance evaluation.Secondly,according to the actual situation of E-government in Jiangsu Province,introduced the characteristics of e-government system design principles,further analysis the evaluation factors of e-govement in Jiangsu province,considering the selection of infrastructure,website construction,government services,department coordination,user experience as an indicator,for each level indicators from the input-output angle of refinement indicators,established e-government performance evaluation system.Thirdly,this paper summarizes the basic theory and applicability of data envelopment analysis(DEA)and analytic hierarchy process(AHP),and constructs a comprehensive evaluation model of E-government Performance Based on super efficiency DEA-AHP.Finally,through the analytic hierarchy process to determine the weight of each index,and combined with the analysis method of data envelopment analysis.Taking 13 cities in Jiangsu Province as the research object,this paper selects the data of 2015,evaluates the E-government of Jiangsu Province,analyzes the performance evaluation results,and puts forward the countermeasures and measures to improve the performance of e-government.
