The adoption of The Treaty of EU Constitution is a new milestone in the process of European Integration, and for a time it has became the focus both in Europe and the rest part of the world. However, the process doesn't go smoothly. In 2006,France and Holland vetoed The Treaty of EU Constitution through referendum in succession .Then, Britain declared that they would delay voting on constitution. This made the EU summit meeting have to postpone the original decided deadline, according to which ,The Treaty of EU Constitution should be ratified in December in 2006.Consequently,in June of 2007, all the leaders of 27 EU countries attended the summit meeting which was held in Brussels at dawn on June 23.Afer about twenty hours heated discussion, all the leaders reached an agreement on the draft which is to replace the old constitution with a new one. This ended the two-year crisis of EU's drawing up a constitution. Since then, EU has gone out of the period of pause and reflection in the process of drawing up a constitution. This paper analyses the background and essence of The Treaty of EU Constitution and points out that the essence of The Treaty of EU Constitution is a constitutional treaty. The amended treaty will become the so-called the Amendment of the Treaty. And it also explains the transference of The Treaty of EU Constitution from a treaty constitution to a constitutional treaty. This paper aims to explore the impact of balanced interest of EU countries on the future of The Treaty of EU Constitution .And it also puts forward boldly that the unbalanced interest of politics and economy affects the adoption and the amendment of the treaty, while The Treaty of EU Constitution is the result of the unbalanced interest of EU countries. Based on the analysis of the reason why The Treaty of EU Constitution is facing a crisis, this paper anticipates the fate of The Treaty of EU Constitution and its effects on the traditional constitution. Although there are some barriers and difficulties on the way of its adoption and enforcement, The Treaty of EU Constitution is developing in a right direction. The fate of The Treaty of EU Constitution will influence the process of the integration of Europe either directly or indirectly.
