Serial murder is a heinous crime causing tremendous scare and peril to the community where the incidence occurs. In case of highly mobile criminal and great number of victims as a result of serial killing, the panic could spread to the whole region involved or even the whole country. Murders of this kind cause not only enormous material damage and/or loss but also more emotional one including serious anxiety, shock and unease. When caught, those otherwise seemingly normal serial murders often provide some kind of preposterous justification as their murderous motive, which, in their eyes, could not be more reasonable and logical, yet to most people on the street the only words they could think of were"devil"or"butcher"to explain why the murders did what they did. Why such a gulf of a gap between the killer and the general public? Valid clues can only be found through deep analysis of murder cases of such nature.This paper conducts relevant case studies from five major aspects, i.e. concept of serial murder case, behavioral and personality characteristics of serial murderer, crime cause for serial murderer and preventive measures against its occurrence. The study reveals that the murderer is characterized by behavioral tendency to go to extremes, premeditation and consistency. The paper suggests four distinctive features in personality on the part of such a killer: 1) Ego-centric, capricious, unstable and rebellious; 2) Retaliatory and lacking in sympathy; 3) Frequent in personality abnormalities and weak in mental pressure control; 4) Criminally offensive, weak in self-restraint on criminal impulse and choleric.This paper then discovers that four aspects are closely correlated to occurrence of serial murder: 1) Social transformation; 2) Interactions between dramatization of popular culture and violent crimes in real life; 3) Extreme development in interpersonal conflicts; 4) Impact of external civilization and disintegration of urban and rural community structure as the result of social changes.This paper finally proposes both external and internal measures to minimize occurrence of serial murder. External measures include: 1) To intensify the effort on ethical and moral advancements across the society; 2) To optimize the institutions of fair distribution and social security and defuse the antagonistic mentality off prospective criminals against the society; and 3) To strengthen communication between the community and individuals. Internal measures include: 1) To minimize the negative impact brought by violence-filled culture and games; 2) To intensify societal support to family education; 3) To avoid negative feeling or its intensification by provision of effective psychiatric consulting services for better capacity to adjust and to strike psychological balance; and 4) To expand the development of NGO's. The paper reviews the advantages of NGO's, mode and functions of NGO's in Hong Kong and the necessity for further developing NGO's in China.This paper summarizes a posteriori common characteristics of serial murder cases and serial murders and arrives at the conclusion of those suggested external and internal preventive measures. Intensification of societal support to family education and better communication between the community and individuals are new ideas proposed by the writer after careful research.
