Research On The Preventive Measure Of Contributing Factors Of Juvenile Delinquency

The article brings out a social problem of Minor Crime based on the case that Mr. Li,son of China’s famous singer Li Shuangjiang, was interned due to the suspicion ofgang-rape. Among the population of over1.3billion in our country, the number ofminors under the age of18is367million, which makes up28%of the totalpopulation. As the development of the society, minor crime in China has risen yearby year. Especially since2000, the number of minor crime adjudged legally by thecourts at all levels has risen about13%per year, and the rate of rise exceeds that ofGDP in our country, which has already affected the stability of social order andpeople’s lives seriously and become a major problem to be solved by us.Reasons and precautions of minor crime described in this article includes, using theexperience of preventing minor crime from abroad as reference, summarizing theexperience of preventing minor crime in our country, and taking the findings ofDagang, Binhai New Area of Tianjin for instance, focusing seven countermeasuressuch as implementing good family education, strengthening civilized communityconstruction, playing the educating role of school, perfecting legislation, improvingjudicial system for teenagers, conducting functions of political-legal departments,playing the advanced role of Youth League etc., and discussing how to preventminor crime.Due to complicated subjective and objective reasons of minor crime, it is caused byindividual factor, family environment, social environment and school education etc.Therefore, the prevention of minor crime needs joint efforts of the whole society.Through the maintenance and improvement of law deterrence, implement goodfamily education and school education, eliminate factors and conditions of minorcrime, establish systematic network of management, control, influence, educationand retrieval in the whole society for minor crime, especially for minors who are idle,deprived of education, out of school and delinquent, and strengthen legality publicityand education to prevent and decrease minor crime.
