Chengdu' E-Government Development Research

Around the world and across China, informationization is developing at a rapid speed. Meanwhile, the information technology has greatly enriched and improved people's life and work styles. As the frontline of the governmental informationization, E-government has become a significant solution to improve work efficiency, to reinforce work supervision, to improve public service and to propel social development at different levels of government offices.The report of Sixteenth National Congress said, "To improve public service, develop the style of management, carry out the E-government, improve work efficiency, to reinforce work supervision, reduce work costs, organize the code of conduct, true and transparent, honest and efficient system. With an immediate goal to establish information sharing and information business synchronizing mechanism, to facilitate the reform of administrative management system, and to promote the development of informationization, E-government strategy is required to implement the scientific concept of development, to emphasize on application level upgrade and to regard governmental information resource exploration and development as the main clue.With the development of socialist modernization, the electronic government affairs have already started. At the beginning of the nineties of the 20^th century, the State Council has built a series of systems, the project of Jinguan and Jinshui got notable effect. It also got much achievement in automatic and informationazition business. But in a word, the E- government of our country is just at the early days.Chengdu is situated of southeast of China, in the central of Chengdu Plain, including nine areas, four cities and six counties. The urban area is 12400 km2; the central area is 283.86 km2. The population is 10820 thousand, the population in the center is 4645 thousand. It is the central of science and technology, business and financial of southeast of China. It is also the pivot of transportation and corresponds. And the aggregative index number is the first one of the west area of China. It is exactly rewarding for Chengdu to research how to develop the E-government, to grasp the key link of construction of E-government and carry out the way to deal with a situation.The thesis starts with introduction of China and foreign countries' e-government development tendency, and then further discusses the concept, essence, content and purport of e-government. Based on the a concrete example of Xinjin County's informationization progress as to how its intensive construction of Information service extension and 1 integrated social assistance information network system for Chengdu urban and rural areas are established, the thesis analyzes the existing problems of Chengdu E-movement, and proposes solutions accordingly for the construction and development of E-government of Chengdu from 5 different aspects, namely network, safety, resource, regulations and applications.
