The human resource development in Chengdu has made a great improvement after the opening policy is carried out, in particularly, during the "National Ninth Five-Year Plan". Up till now, the total number of human resource in Chengdu is among the first of the municipalities across China. The aggregation of human resource can make a city more civilized. So the purpose of human resource development is to promote the social civilization as well as to improve the social economy. As one of the metropolitans in western china area, Chengdu is striving for the long-leap development. In this process, how can Chengdu enact human resource policy conforming to the local situation? How can Chengdu appeal more talents to be worked for? This is a subject that is very worth studying. This paper is written through extensive reading and research on a great deal of materials combined with my own job experience and the human resource policies demonstrated in the meetings held by Sichuan and Chengdu relevant departments. In this paper, I study the current talents' situation in Chengdu, and find the problems in human resource development, and propose the possible solutions to these problems that according to the government role. This paper is designated to study the current situation and problems of human resource development in Chengdu in the knowledge economy oriented era. The study is based on my own job experience, combined with the principal and methods in Human Resource Development, Management, Economy, and Organization Behavior etc. Besides this paper also explores the principles, the features, the conations and goals of human resource development, and proposes strategies and solutions to the problems.This paper is comprised of four chapters.The first chapter gives an overview on the characteristics and importance of human resource development. The concepts related to human resource development are introduced; in particular following issues are researched, which includes the principles in the development of human resource, the government's role in human resource development, and the relationship between human resource development and economic improvement. It is stressed that the principles in human resource development must be followed. The second chapter Use a large number of data analysis to probe into talent of Chengdu resource and talents' tapping current situation of pillar industry, existing problem and factor influencing talents' tapping.The third chapter predicts the number of human resource needed in the next a few years in Chengdu based on the mathematic model analysis so as to provide data information for relevant departments to enact policies on human resource development in Chengdu.The forth chapter explores the scientific ways for the development of human resource and try to have a fresh understanding of the nature and the principle of human resource development by discussing the conation of human resource development and its characteristics and principles. The emphasis is given on how to keep the talents; how to make full use of the talents and how to stimulate the talents. Above all the author proposes the strategy and tactics in terms of government's function on the development of human resource so as to promote the rapid economic improvement in Chengdu. This text has certain reference value to resource development and utilization and management of talent resources of talents of Chengdu.
