On The Development Of Chinese Deliberative Democracy

It is well known that democracy is crucial for the construction of socialist harmonious society. With the further development of the socialist market economic system, the different social strata has been being polarized. And new interest groups have been coming into view. These two factors lead to a fact that new problems appeared under the existing political mechanism, which was based on the nearly undifferentiated society in the past. We are hereby to analyze the right ways to develop socialist democracy.Western deliberative democracy, which was born in the 1980's in the western country, aims to offset the weak points which have been come into being under the representative democratic system. In recent years, with the social structure in China are increasingly diversified, the Communist Party of China (CPC) has attached great importance to promoting the construction of a deliberative democratic mechanism. In February of 2006, a report was issued named "On Strengthening the Work of the CPPCC by CPC Central Committee", in which an opinion has been presented for the first time that "The people's exerting their right though elections and vote, and all strata of the people's consulting with each other about the affairs of great importance, attempting to achieve agreement before decision-making, are the two main ways for the development of socialist democracy in China".Firstly, the development of Chinese deliberative democracy is reviewed historically. It was established during the Anti-Japanese War, and developed by the Communist Party of China during the different eras. Hereby Chinese democracy system has been perfected by the established and development of Chinese deliberative democracy.Secondly, the similarities and differences of western and Chinese deliberative democracies are analyzed. Consequently, the academic support for the further development of Chinese deliberative democracy is to be found.Finally, the discussion is focused on the development of Chinese deliberative democracy. By analyzing and reviewing the practical significance of deliberative democratic mechanism in China, some ways for developing and perfecting Chinese Deliberative Democracy are put forward as following: to uphold the leadership of the CPC that is to play a central role; to improve the Chinese people's political consultative system for the integration between deliberative democratic mechanism and the existing political framework; to make full use of the Internet as a platform for the development of Chinese Deliberative Democracy; to raise intelligence and mental quality of the participants in the deliberative democratic mechanism.
