Since the third plenary session of the eleventh CPC Central Committee, with expansion of market economy, development of our country economy benefit diversification and enhance of the people's legal conscious, it become strong of participating public affair. Especially, democratic deliberation as a form of public participation is paid close attention. It emphasizes that participators discuss public affair by rationality, equality and freely. Democratic deliberation of contemporary China accords with which western deliberative democracy emphasizes rationally communication and deliberation, it provides a viewpoint of studying Chinese democratic democracy. In the Chinese existing research, as a result of the time and the theory development's limit, the academic circle is not only as a whole insufficient to democratic consultation's research theory, also lacks a broader international field of vision. This article tries hard take to deliberative democratic theory as an angle of view, carries on the discussion to the Chinese democratic deliberation, and analyzes path of the Chinese democracy development.There are many form of Chinese democratic deliberation, and it is very difficult to exhaust all deliberative practice form. This article divides into the Chinese democratic deliberation three domains, that is, political deliberation as basic system, democratic deliberation of City and countryside basic unit autonomous domain, deliberative discussion of government and society. This article analysis every domains of democratic deliberation from the scope of participation, mode of communication and decision,and extent of authorization.The article is divided into three parts. In the first part (introduction) examine the selected topic significance, the research results and the insufficiency, this article place, the research method and the paragon as well as this article analysis structure and the logical arrangement. The second part has six chapters. First chapter introduces deliberative democratic theory. Include the bring forth background and source of theory; the connotation of deliberative democracy; the category and practical form of deliberative democracy; characteristics of deliberative democracy and summary. Through analysis deliberative democratic theory, it pointed out that this theory and the practice produce in the Western society, but its core principle has the compatibility, for studying the Chinese democratic deliberation to have important significance.The Chinese democratic deliberation is produced in the Chinese specific background, it is inalienable with Chinese traditional culture and the political system.
