The topic of this article is to study the deliberative democracy at the grass-rootslevel in China. The reason to take this issue as the research object is the third plenarysession of the party’s18thnational conference and18thnational conference’sdeployment and specific provisions on the development of deliberative democracy,especially those on deliberative democracy at the grass-roots level, which need to beexplained and deepened theoretically. It is also because all over our country in theprocess of reform and opening up has created many good experience of thedeliberative democracy at the grass-roots level, we need to seriously summarize;Because in advance deliberative democracy institutionalization of extensive,multi-layer, development process, the deliberative democracy at the grass-roots levelfor the people shall enjoy the right of right to know, to participate, expression andsupervision directly correlation is the biggest, we need to make great efforts to studyand promote.Because of the deliberative democracy at the grass-roots level is an integral part ofthe deliberative democracy with Chinese characteristics, the research of thedeliberative democracy at the grass-roots level, can’t afford not to involve theunderstanding and research of deliberative democracy in China. Deliberativedemocracy is for the Chinese communist party to inherit and carry forward the finecultural tradition of the Chinese nation, which as formed in the practice of united frontand the people’s political consultative conference, it is rich in historical changes anddevelopment of the reform and opening to the outside. At the same time, to study thedevelopment of the deliberative democracy in China is to study the emergence anddevelopment of deliberative democracy in the west. As a specimen of a democraticwest to show off and as a reflection of "electoral democracy", in the1980s, the rise ofwestern deliberative democracy theory research, school of thought, were formed. Itworshipped the tide of deliberative democracy. With the trend of "the west influencesthe east", many translated works caused attention. It should be admitted as adeliberative democracy, deliberative democracy in China and the western deliberativedemocracy with common attributes. It is indisputable. But it is more important toknow and see the nature of the differences between them. It is not difficult to knowthe differences between Chinese and western deliberative democracies-Chinesedeliberative democracy is the deliberative democracy with Chinese characteristics, it is neither the reflection of "electoral democracy", nor a new democratic model. It isprecisely to conform to China’s actual and the long-term historical inspection right.The people’s congress system is represented by the "electoral democracy", itcomplements each other, promotes each other’s way of democracy.Deliberative democracy in China not only stays on for its rationality, feasibilityand the level of academic research, also has formed many typical cases in the practiceand the way. The "democratic talkfest" of Zhejiang Province’s Wen Ling, the"completely social councils" of Chengdu, Hangzhou, and so on, these cases madecertain achievements, but there are also some problems and immaturity,incompleteness, thus need to be enriched, improved and developed. Development ofdeliberative democracy is to grasp the spirit and essence of18th National Conferenceand the third plenary session of18thconference, from set out actually, effectivenegotiating object, consultation platform, consultation, negotiation matters such as thelaw of deliberative democracy relevant question research, methods, system andmechanism innovation, system specification, make it play due to mobilize all positivefactors to gather all the positive energy, stimulate people consciously in thecomprehensive construction well-off society and realize the "China dream" vitalityand effectiveness.Therefore, the paper includes a total of seven parts, namely, and introduction, aconclusion and five chapters. Introduction part mainly selected topic backgroundwriting significance, research status at home and abroad, research methods and thesisstructure, etc. The first chapter is mainly about Chinese deliberative democracy thatcame from the united front and the practice of the people’s political consultativeconference, from the united front and the people’s political consultative conferencedeliberative democracy theory method and the unique advantages of the developmenthistorical inheritance, rationality of deliberative democracy. The second chapter isabout that the Chinese deliberative democracy is the deliberative democracy withChinese characteristics. The Characteristic is the Chinese deliberative democracybased on Chinese reality, from China’s reality, to Chinese practice, and from China inthe similarities and differences of western deliberative democracy and deliberativedemocracy. The third, forth and the fifth chapters are the key parts of the article. Thethird chapter writes about deliberative democracy at the grass-roots level is animportant component of the deliberative democracy in China. Rise from the deliberative democracy at the grass-roots level, characteristics of deliberativedemocracy at the grass-roots level, operation mechanism is a key element to expandand expression, to interpret and carry out the eighteenth big and the third plenarysession of the eighteenth deliberative democracy "extensive multilayerinstitutionalized development". The fourth chapter embarks from the case, refines theexisting analytic induction and generalization of deliberative democracy paradigminexperience and remains to be perfect.
