The jurisdiction of international civil action is one of the three major problems that should be solved by the International judicature, it's not only the premise that one country's court accepts and tries the related international civilcase,but also relates how to apply state sovereignty and the judgment legal cases. Nowadays, every one can recognize that the Internet is so deeply affecting our real life, to our society, its affecting is more important than any other things. People enjoy the convenience that brought by Internet, but in fact, the legal matters for about Internet begin to disturb us, for example, the Internet transnational violations, and the acts of contract dispute should rest on what kind of standard to definite the jurisdiction? Whether does the traditional jurisdiction theory adapt in the environment of network? This article attempts to use the Internet as the starting point, definite the concept of Internet infringement and Internet infringement impact traditional theory of jurisdiction, analysis the case of Internet infringement through the new theory of jurisdiction which initiates by the Internet in the world.
